Purpose of the role:

A challenging and exciting role with responsibility for ensuring the operations, procedures and controls are fully compliant with money laundering and compliance procedures and regulations.

Key Responsibilities:
  • To be responsible for monitoring the business's activities to ensure they remain fully compliant with Jersey’s laws and regulations for the prevention and detection of money laundering, in accordance with the Compliance Manual and the Money Laundering (Jersey) Order 2008
  • Ensuring the business has robust arrangements for compliance with all relevant laws, orders, and codes
  • Managing compliance registers
  • Ensuring appropriate monitoring of operational performances and promptly instigating action to remedy any deficiencies in such arrangements
  • Providing the principal point of contact on regulatory matters for colleagues
  • Ensure that policies and procedures for performing customer due diligence meet the requirements of Jersey laws and regulations
  • To be responsible for ensuring the adequate operation of procedures and controls to prevent and detect money laundering and the financing of terrorism within the business
  • Developing and maintaining systems and controls (including policies and procedures) in accordance with evolving requirements for the prevention and detection of money laundering and financing of terrorism
  • Assessing risk and controls in relation to business's exposure to money laundering and financing of terrorism 
  • Undertaking regular reviews, including testing, of compliance with AML and counter-terrorist financing (“CTF”) policies and procedures
  • Advising and reporting to the Board on AML and CTF compliance issues and the JFSC Handbook 
  • Responding promptly to requests for information made by the JFSC and JFCU
  • Responding to or allocating tickets raised to the Compliance team
  • Signing off Higher Risk Reviews
  • Ensuring country lists are maintained by monitoring the JFSC sanctions and higher risk jurisdictions lists together with all international sanctions lists 
  • Update the business on regulatory changes
  • Undertaking compliance training of colleagues (annually and new starters) and related record keeping
  • To be responsible for ensuring that there is an adequate framework in place to facilitate the identification and reporting of any money laundering activity or suspicious activity within the business
  • Determining whether information or other matters contained in a report received gives rise to knowledge or suspicion that a customer is engaged in money laundering
  • Reviewing and investigating reports from staff
  • Reporting to the JFCU after confirming that knowledge or suspicion exists
  • Documenting all enquiries made, both where disclosure is made and where he/she concludes there are no grounds for reporting 
  • Maintaining records of all reports made and enquiries received
  • Receiving and dealing with enquiries from investigative authorities
  • Liaising with the JFCU throughout investigations
  • Keeping up to date with latest money laundering schemes and techniques. 
Skills, Knowledge and Expertise:
  • A qualification in compliance and 5+ years’ experience in a similar role
  • Good commercial and business awareness
  • A sense of urgency and responsiveness when dealing with internal and external stakeholders
  • Ability to handle multiple tasks in a timely manner
  • Excellent written and oral communication skills
  • Impeccable organisational, prioritising and planning skills
  • Ability to handle high levels of pressure and deadlines
  • Record of exercising sound judgement
  • Anticipate issues and estimate risks
  • Visionary and creative in identifying proactive solutions
  • Ability to relate well with internal and external stakeholders
  • Demonstrate presence, speech and substance to engender confidence and credibility
  • Commitment to the highest ethical and professional standards, personal and professional integrity beyond reproach
  • Unquestioned discretion in maintaining confidentiality
  • Excellent written and oral communication skills in public and private settings with diverse audiences
  • Ability to translate compliance issues for a lay audience
  • Responsiveness in dealing with customers and ability to handle multiple tasks in a timely manner
  • Ability to work under pressure and observe tight deadlines
